Page 1, line 4, through page 2, line 5:                                                             
 Delete all material and insert a new bill section to read:                                         
   "* Section 1.  AS 40.25.140 is amended to read:                                                
         Sec. 40.25.140.  Confidentiality of library records.  (a)                                
    Except as provided in (b) and (c) of this section, the names,                                 
    addresses, or other personal identifying information of people who                              
    have used materials made available to the public by a library shall                             
    be kept confidential, except upon court order, and are not subject                              
    inspection under AS 40.25.110 or 40.25.120.  This subsection                                
    [SECTION] applies to libraries operated by the state, a                                         
    municipality, [OR] a public school, including the University of                                 
    Alaska, and by a public library nonprofit corporation.                                      
         (b)  Records of a public elementary or secondary school                                    
    library identifying a [MINOR] child under 18 years of age shall                             
    be made available on request to a parent or guardian of that child."                            
   * Sec. 2.  AS 40.25.140 is amended by adding a new subsection to                               
read:

         (c)  Records of a library operated by the state, a municipality,                           
    the University of Alaska, or by a public library nonprofit                                      
    corporation identifying a child under 16 years of age who is                                    
    unemancipated shall be made available on request to a parent or                                 
    guardian of that child."                                                                        
                                                                                                    
Representative Gruenberg moved and asked unanimous consent that                                     
Amendment No. 1 be adopted.
